Packet Forwarding: GPSR #12
Description
Blocked by #10 for now. Once we know we need to forward a packet, determine if ETX or GPSR is appropriate (if the IP is in our IPtoGPS map, it's on our network and should be forwarded GPSR), and do next hop forwarding based on GPSR.
