This PR adds Ontario data using the new year-based folder structure:
data/provincial/ontario/2024/sankey.jsonwith more detailed FY 2023-24 datadata/provincial/ontario/2025/folder for FY 2024-25 fiscal year datasummary.jsonfrom sankey ministry totals for the 2025 folderSupersedes #223 - rebased the Ontario data onto the new provincial/year-based structure.
