Allow option with the filter command to remove filtered out values from chart

Currently the filter command uses the un-filtered data to determine what categories exist on the axis, or the axis range. I would like an option to allow the filter to exclude the filtered out data from the chart, so the axes do not show categories/ranges that do not exist in the filtered data.

We will need to defer this for after 2.0. It is high risk due to axis scale recalculations on the client. This is also needed for chart-in-chart..
