Connections should stop consuming if a unacceptable message threshold is reached

By default unacceptable messages (e.g. messages that failed to be read from message infrastructure)
are acknowledged and drop.

A configuration setting is needed to override this behaviour and allow a threshold to be set.
When the threshold is reached, messages should stop being read by the Connection consumers.
