Add sqlite

Hi,

As part of cataclysmbnteam/Cataclysm-BN#5777 of the Bright Nights fork, we'd like to add sqlite3 package into the gcc 11.2 version of the environment. Can you help? This will probably need to live on a separate branch to keep it separate from the gcc 12 build.
