Prepare NetRatel 0.1.1-beta.4 for the next prerelease after the merged guided M2M setup repair (#176) and client dependency improvements (#173).

After merge, the canonical tag starts the hosted release build, followed by the existing publication workflow and its checksum, SBOM, scan, digest and anonymous pull verification.Functional acceptance of the guided NetRatel ↔ RatelDesk setup remains pending owner testing of the new containers.
