Fix: Use win10-x64 instead of win-x64 because of #1942

Please provide some details about this pull request:

• PSDiscoveryProtocoll did not work in Release because RuntimeIdentifier was win-x64 and the PowerShell SDK won't generate/copy the .dll....

Fixes #1942
