Switch to GitHub Actions

Our current CI provider travis-ci has changed their licensing requirements which made us reevaluate our CI provider.

Github Actions has shown itself to be a much better fit for our open source projects.

The benefits of GitHub Actions include:

• Support for Pull Requests from forked repos and handling repo secrets
• Ability to use WorkFlows defined at the organization level

• Multiple language support
