Streamline the process of determining and setting the release name and pre-release status in the GitHub Actions workflow. Set the `RELEASE_NAME` environment variable directly in the `determine_release_type` step for consistent naming. Modify the `create_release` step to use `RELEASE_NAME` and simplify the `prerelease` field to use `PRE_RELEASE`. Update the release body to have a consistent title format, improving readability and reducing complexity.
Updated the version number in `MagicChatbox.csproj` from `0.9.002` to `0.9.003` to reflect recent changes and improvements.
