Upload in parallel to dependent build steps

Is your feature request related to a problem? Please describe.
When building with --upload, the UPLOAD step must first finish before dependent steps are run. This unnecessarily increases build time in parallel builds because the dependent steps could already start.

Do UPLOAD steps in parallel, without blocking any other steps.
