Sync verbose badge descriptions with badgr

The badges should each have verbose descriptions which indicate:

1. The assessment completed (include a link to the assessment repo)
2. The learning outcomes of the assessment / skills (this is available in the assessment db entry)

The sync service should manage the task of adding these descriptions automatically to the badgr badge entry via the badgr api (main docs here).
