make a mechanism to sync workflow yml files

@Tieqiong has presented a demo today in front of @sbillinge and @bobleesj.

The change will require GH .yml files to be modified.

Centralized CI testing to be done:

  • Pure Python ex) diffpy.utils
  • PDFgui
  • pdffit2

Will communicate any issues/feedback here @Tieqiong @sbillinge

diffpy/diffpy.pdffit2#78. The test is failing because the new test dir changes are not applied yet
