missing devtools dependency

the devtools package, required for running tests, is not installed by running renv::restore. I can think of two solutions for this. If the restore command is only meant for development (and not run in production) then we can simply include it there, but if it needs to be separate then we can add instructions on installing it manually to the contributing.md file.

You should add it to two spots in the repo,

1. The renv lock file. You can do this by simply installing it using the renv::install command and then using the renv::snapshot command to add an entry to the lock file
2. You should also add it to the Suggests field in the DESCRIPTION file
