Set up a GitHub Action for automatic document deployment

The repository will have to be open-source before we can do this. For an example, see the FEATS framework documentation-deployment YAML script. Once we have set this up, let's also update the README.md file Documentation section to hyperlink the text to the GitHub Pages site containing our documentation.

I see the FORD error reported in #100, #101, #102 PR, I think the following command can be used to determine the ford installation version to pass the deployment.

pip install -v ford==6.1.10
