It looks like a number of these projects might be abandoned. It might be useful to have some guidelines for contributors to know when it's ok/encouraged to send PR for redacting unmaintained projects so we can keep focus on the more active communities.

I was working on removing some outdated projects (although I got a bit overwhelmed) but I generally consider projects with the latest commit over 1 year ago to be abandoned. Perhaps we could add this to CONTRIBUTING.md or somewhere else.

That sounds great. I started this with just one project and then did not want to be a pest. Some guidelines on how you would like that to happen would be welcome.
