Addresses the remaining core of #676. WAL data writes are rejected with a typed retryable error when disk usage crosses a configurable high-water mark or free-space reserve; ingest surfaces HTTP 503 with Retry-After. Adds Prometheus/JSON pressure metrics and keeps the startupProbe fix already merged in #700 untouched. Focused WAL disk-pressure regression passed locally; full CI remains authoritative.
