Incident: macOS Beta notch panel blocks clicks outside visible controls #11388

Description

@Archit-lal

The served macOS Beta (v0.12.155+12155-macos) can leave a large always-on-top floating-notch NSPanel owning clicks outside its visible 327×58 idle surface, blocking sign-in/sign-up and ordinary shell navigation. Live named-bundle validation reproduced the old covered region and verified PR #11370 fixes the authoritative window boundary by shrinking the actual idle panel, with repeated 430×210 → 351×58 collapse and physical clicks through the former dead zone; the regular merge is b78f3ee and remains present on current main. A higher immutable candidate should be rolled to Beta after signed artifact checks. Normal qualification is currently unavailable because the GitHub beta environment lacks GCP_CREDENTIALS and GCP_SERVICE_ACCOUNT even though the corresponding Firebase identities exist in Codemagic; use the repository’s audited emergency Beta rollout only after the candidate is evidence-bound and record live verification here.
