Bumps the package to 0.3.1. Publishing the GitHub release runs publish.yml, which puts it on npm.

Since 0.3.0:

• Lists read the paged envelope barakoCMS 4.x returns (Read the paged envelope from barakoCMS 4.x and state supported versions #11).
• Switching tenant keeps the stored refresh token when the response has none, an empty refresh response signs the client out, and TokenStore.set merges instead of replacing (Auth: keep the stored refresh token when a tenant switch returns none #14).
