Add a command `/start_receiving`

This command contains several steps:

1. Specify the storage (Google Drive or Mega)
2. Add constraints (Size (Kb), Filename (regex pattern or several), File extension (Ex: *.pdf))
3. Confirmation step. Here, the user should click the Confirm button and receive the session ID
