There's an inconsistency between package.json and package-lock.json. package.json pins @octokit/rest to version 21.1.1, but this line in package-lock.json specifies a caret range ^21.1.1. To maintain consistency with other pinned @octokit dependencies in this project, this should also be a pinned version in the lock file to match package.json.
