[Manager] Add dark mode support on Windows

Current 3.2 version of wxWidgets has no dark mode support for Windows OS.
However, this feature is implemented and currently merged to git master.
Need to verify next release of wxWidgets and, if dark mode for Windows is released, enable it in the code and test BOINC Manager.
