[Linting]: no-resource-delete should list all covered lintdiff rules #5643

This rule also covers AllProxyResourcesMustHaveDelete, which should be in the listed lintdiff equivalents. The text of the rule definition should also be updated to include proxy resources (as they clearly also cause violations).
