cli/skills/ → runtimes/openclaw/skills/. SKILL.md is OpenClaw-specific — future runtime adapters (openai-agents, maf) will ship their own skill formats — so skills belong alongside the OpenClaw runtime package, not under the operator CLI. Mechanical move; no content changes. Updated: - sandbox-images/openclaw/Dockerfile (COPY src path) - CONTRIBUTING.md (layout table) cli build/tests + runtimes/openclaw build/tests: green. Summary
Phase 2 slice S15.g.2 — relocate `cli/skills/` → `runtimes/openclaw/skills/`.
SKILL.md is an OpenClaw-specific contract (loaded by the OpenClaw agent from `/opt/azureclaw-plugin/skills/` at runtime). Future runtime adapters (`runtimes/openai-agents/`, `runtimes/maf/`) will ship their own skill formats. Skills belong alongside the OpenClaw runtime adapter, not under the operator CLI.
This follows S15.g.1 (PR #107) which already moved the OpenClaw plugin source into `runtimes/openclaw/src/`.
