Preview this branch

Fixes for playwright tests. Changes include:

  • As part of setup and tear down of tests, instead of deleting databases after each test, let them sit until cleanup script runs
  • Remove limit on github-e2e-sql account's provisioned throughput
  • Run cleanup every two hours + delete SQL databases in parallel
  • Temporarily use key access for accounts until backend issue is resolved for Data Plane RBAC
  • Miscellaneous fixes for playwright tests themselves
