Fix verify-path-length.yml to report all paths longer than the allowed limit

The following pipelines have been queued for testing:
java - template
js - template
net - template
python - template
You can sign off on the approval gate to test the release stage of each pipeline.

Changes look good. I believe we have a work-item somewhere to split this step into yml file and a script, if we don't we should so we have something folks can easily run locally to verify and fix and long path issues outside of our pipelines.
