Deprecate Monitor Query batch logs query APIs

The Log Analytics batch query API has been deprecated by the service team. In the Monitor Query library, complete the following tasks:

• Deprecate the supporting public APIs. Use a message of "The Log Analytics batch query API has been deprecated. For more info, see Migrate batch queries to single queries."
• Remove the batch logs query code samples from the README.
