Catch-up with https://github.com/Azure/azure-sdk-for-java/blob/ae8b1b5ecc8b2af35c5be0a1ce92cf2799ea3cf0/sdk/core/azure-core/src/main/java/com/azure/core/http/policy/RequestIdPolicy.java#L40

Also, allows service teams like Batch to easily customize the request id concept, without having to write a bunch of manual code
