We should be able to use an environment_variables, or similar, fixture in tests to fetch and sanitize environment variables for tests. This should work in the same way the EnvironmentVariableLoader decorator works today.

This fixture would make migrating to the test proxy significantly easier for the ML team, and would go well with the recently-added recorded_test and variable_recorder fixtures.
