[Cosmos] follow-up conversation on `api_version` parameter

Follow up to https://github.com/Azure/azure-sdk-for-python/pull/24008/.

Cosmos is currently ignoring the passing in of this option to the client init methods, but further conversation on the subject is requested to ensure this decision makes sense. Using this issue to mark this topic as a follow-up conversation to be had with the central SDK team.
