Add values in AzureEnvironment #1707

Description
resourceManagement.ResourceManagementClient needs a parameter baseUri which can be https://management.chinacloudapi.cn/ or https://management.azure.com/.
I think, they should be part of Azure Environments. Can we add these values into AzureEnvironment?
