The Managed HSM can only be contained in a few regions. Use https://docs.microsoft.com/azure/azure-resource-manager/templates/template-tutorial-use-conditions to condition creation of it only if possible. When it hits more regions, we can remove the condition.

The runtime tests will also need to be skipped if the environment variable is undefined/empty, so make sure the variable itself is conditional in that case (or some means).
