Adding .Net SDK support for Virtual Cluster operations (#5535)
* Adding support for Virtual Cluster operations. Swagger spec changes are already committed and merged to master: Azure/azure-rest-api-specs#5248 * Preserving list of features. * Removing accidental change from Sql.Tests.csproj
