Description

Creates a new /sdk/tools package named azure-sdk-linting-extensions which is a shippable equivalent of code-quality-reports.

This package is being added as a common pitfall of working in the repository is that there are a handful of "package that must be built locally" before work can begin. code-quality-reports is one of those packages, it contains extensions for Checkstyle, RevApi, and Spotbugs for custom analyzers or filters we use. This change turns the extensions portion of code-quality-reports into a package we can ship and version over time rather than relying on a local only package that doesn't have version support.
