[Automation] Generate SDK based on TypeSpec 0.16.2

There is API change due to the way emitter process LRO and its final type (when it is extracted from result property of the last status monitor response).

Change in azure-ai-documentintelligence is wished by Sameeksha long time ago.

I will make a follow-up PR for azure-health-insights-radiologyinsights PR (the open one for GA release).
