In this issue, the user runs EH Processor (with 32 partitions) on one host with custom checkpoint store that uses "Spanner Db". With the default Greedy mode, the user reported that load balancer is not re-claiming the ownership. Creating this issue to verify if this is happening with the "official checkpoint blob store".
