For services like cosmos they need to have an extra level of indention in their changelogs because of the way they are imported into the docs site (see conversation #23890 (comment)). We should figure out some way to support different header levels in our changelog operations (i.e. update and validation).

We can consider using the header of the "Release History" title as a baseline header for the others.
