Context
For Spring applications, there is already good metric support by Micrometer, the metrics are very important to measure app performance.

Goal
We should investigate whether and how to export metrics for Azure Spring database/storage components:

• For the storage SDK clients, like Storage Blobs.
• For the database SDK clients, like Cosmos.
• For Spring Data Cosmos.
