Data Plane API Specification Update Pull Request

Based on feedback from #28708. This spec is for the KV Keys library. This has been successfully tested end-to-end with Python (Azure/azure-sdk-for-python#36902).

I haven't reviewed all the code, but this is also in the wrong directory. See #29249 (review) for more info about the state and lack of review on this one.

Note: CredScan's error is a false flag. After discussing with @mikeharder and @weshaggard, we agreed to merge despite it for now and will have a more refined way to get around this scenario in the future.
