New cmdlets for Az module management

Description of the new feature

• install and remove module (probably should be a script module - Az)
• notify people when there is an update to our module (right now just a cmdlet run, perhaps in the future put it into their profile
• Automatically install updates - either on a schedule or on opening PowerShell session

Az.ModuleManagement

• Has a direct dependency on PowerShellGet

Get-AzReleaseHighlights

• Docs could have the most recent release's highlights
• Output should look like about_ps files
• If version is not equal to current version or latest is provided, call to github
• Doc needs to be manually update each release

Get-AzReleaseHighlights [-Latest] [-Online]
Get-AzReleaseHighlights -Version <Version> [-Online]

Uninstall-Az

• ValidateSet "Az", "AzureRM", "Azure", "AzureRM.Netcore"
• Put tag into all Az modules, add static analysis for tag check

Uninstall-Az -ModuleName <string[]> -PassThru

After //build

Update-Az

• Show highlights
• Cleans directory of all modules in Az, then reinstalls most recent version
