Hmm, I don't think this should be assigned to me: this development has to be done by the cmdlet owners. I've already completed it for my team's cmdlets. I think you need a PM that can discover who all the teams are, and engage them over a period of time to get the work on their radar and get resources on it. This represents quite a bit of work.
