New-AzDataShare should support the in-place share type

When creating data share from Azure Portal, one can select two share types: snapshot or in-place (as shown below). But the New-AzDataShare command does not support the share type. It seems the data share created by this command is always of snapshot type. A new parameter should be provided to support both snapshot type and in-place type.
