Description
AzApiManagementAuthorizationServer cmdlets (New-AzApiManagementAuthorizationServer and Set-AzApiManagementAuthorizationServer) support the use of a hashtable to allow changes to the TokenBodyParameters.
This limits the ability to enter more than one entry of the same named type, as it is possible in the Azure Portal GUI

Why would you want to add more than one "resource" entry to a single OAuth service instance? If you have a single client Azure AD App Registration that needs to use x2 (or more) backend API's in API Management, then you can use a single OAuth instance and create x2 (or more) "resource" body fields for those x2 APIs AppID's.
For example:
API Number 1 AppID = ac8d9123-a1bd-431a-563e-fak6988bf427
API Number 2 AppID = bc8d9123-a1bd-431a-563e-fak6988bf428
Entered twice into the resource body parms of a single "OAuth_server_instance", against a single client app reg Client ID and Secret
Result: x2 API's, x1 OAuth Service, x1 Client App
By using a hashtable to pass "TokenBodyParameters" you can only ever have x1 instance of the "resource" body parm at any one time. Even by nature of the cmdlets, even if you tried enumerating through each resource body parm, it would still find any instance of multiple resource body and replace it with a single entry
Now the example changes to:
API Number 1 AppID = ac8d9123-a1bd-431a-563e-fak6988bf427
Entered once only into the resource body parms of "OAuth_server_instance_01", against a single client app reg Client ID and Secret.
API Number 2 AppID = bc8d9123-a1bd-431a-563e-fak6988bf428
Entered once only into the resource body parms of "OAuth_server_instance_02", against a single client app reg Client ID and Secret
Result: x2 API's, x2 OAuth Services, x2 Client App (x2 Client Apps to save each of the x2 OAuth Service redirect_uri's back to)
Obviously the more API's you have the more elements you have to manage,, for example x40 API's, that would equal x40 OAuth Services for x40 client apps!
We need a way to be able to add more parms of the same name and it can't be hashtables. If you attempt to add more than one instance of "resource" it will produce an error with the dictionary
