Reduce support cases: CPU issues

Generally the user fixed it by scaling up their app service plan. There's other recommendations we could make like best practices around FUNCTIONS_WORKER_PROCESS_COUNT that may or may not help.

Got some feedback on our docs and wanted to capture it here. For example, here we tell people to use a single-vCPU plan, but I think that recommendation was put in place before the worker process count setting was introduced.

Also our recommendation is that if you're going to use the worker process count setting, you should set it to the number of cores on your plan, but I don't necessarily see that anywhere (not here or here)

Ideally this is something that shouldn't have to be tuned by end-users if dynamicConcurrencyEnabled is turned on.

The same monitoring of CPU & other host metrics used for that should be able to also scale settings like FUNCTIONS_WORKER_PROCESS_COUNT to an appropriate value.
