Coldstart pipeline enhancements

1. Increased sample size from 10 to 20 for more accurate performance measurements with reduced variance
2. Removed unnecessary .NET 10 installation task.
3. Enabled automatic PerfView profile collection for all nightly runs to capture environment snapshots for historical analysis when needed.
4. Other minor cleanups.
