Investigate why OpenTelemetry GenevaExporter isn't functioning properly

Monitoring issue: The Geneva Exporter for Open Telemetry isn't functioning properly. Most likely this has to do with how the exporter writes to the ETW table. We need to find out why this isn't working and what would be required to get it working.
