Explicitly set host ids are not set in table logger

When a Host ID is explicitly set in host.json, the table logger is not properly initialized with that value.

@fabiocav We fixed a few bugs in this area recently. Is this one still valid? Not a whole lot of context here.

This one is, unfortunately, still valid. I have a broader configuration refactoring in the works, also addressing this problem, but haven't prioritized that work.
