As a developer, I sometimes need to provide steps that are infrequently accessed but rely on knowing the environment that has been set up. For example, I might want to initiate a load-test via the Azure Load Testing Service. This is done infrequently (usually as part of the staging deployment) and is done after the code has been deployed. It is not done on the development stage nor on the production stage.

Other scenarios include triggering Slackbot/Teams bot notifications.
