There are a lot of known issues that cause latency and other issues. Instead of requiring the diagnostics to be parsed and investigated for these known scenario a method should be added to the CosmosDiagnostics to allow customer to get clear suggestions. The output should be simple text that is easy to understand.

Known scenario examples that could be included:

1. High CPU
2. Blocking calls (System info not every 10seconds)
3. Throttling
4. ServiceInterop not available on Windows x64 machine
5. Recreating clients
6. Cold start
7. Application not in same region as Cosmos DB
