without a file/comment persistence layer, this change adds the new help system and a few basic help behaviors (spec behaviors will be implemented later). Help is loaded from YAML and matched up with existing command metadata, overwriting any metadata that was previously there. Change also includes validation rules so that mismarked required parameters in the help file throw an error.
Current plan is to amend this change to pull help from command comments as well as files/a library (to support group help). We will then generate help docs that can be published to web using the same metadata for CLI, but with a different format.
