[ServiceFabric] Blocking Issues for SF command GA

To permit merging #4132 as a preview package, the following issues must be addressed before the SF ARM commands can be considered GA:

• Missing test for creating new node-type.
• Tests refer to hard-coded resources and therefore are impossible to re-record
• Numerous standalone commands (durability update, reliability update, settings set/remove, etc.) should all be consolidated under a single sf cluster update command. This command must support the generic update mechanism used by all CLI update commands.
